Its a tube dress with a plain skirt which has a cloth (flowy) that's like a school-look-skirt but just small (from below the breast down to the hips). Its good for semi-formal occasions, needed to wear like this.
To make it more lovely, accessorize it with simple / thin shinning bracelet and/or just a necklace not to over the dress with small earrings.
